When Congress passed The Omnibus Budget Reconciliation Act of 1987 (OBRA), it became each state’s responsibility to approve and regulate accredited certified nursing assistant (CNA) training programs. Those interested in becoming a CNA in Texas must attend a CNA Texas certification program sanctioned and regulated by the state.
